Giotto Cinelli produced Stems and bars as well as custom fitaments in his Florence shop until the early 1950's. My 1948 Legnano has a Cinelli-Firenze stem. I ahave seen only one other bike with this stem, a 1951/2 Masi. Cino moved to Milan in the late 40's. Headbadges on his cycles includes both the Milanese as well as Fiorentine coats-of-arms.
