Tigra's are indeed Swiss, they have been around for-ev-er and are still at it, as the following website will indicate:
ahhh...this is all i know about them. (Don't feel bad AT ALL about cyling ignorance....you're talking to a world leader on that right now!) But, you may try Alex Clarke at Vintage Velo's. He's there (Switzerland) and I know he has some info on them.
