I wrote to the seller of the eBay Rossin Ghibli and asked directly about the fork and frame. Here's his response:

Hello, I tried to look very closely at all joints and bars looking for evidence of a crash and could not find any thing. I list items on ebay that I buy from auctions and I take consignment from two other buyers, this bike was bought by one of the buyers from auction and we have no history . I will have my friend who is a bike collector check it out tomorrow and see what he says. Thanks
