The RTTC enacted this rule in 1938 but it was either got rid of or was never enacted upon after WWII. The rule simply stated that maker's names should not be clearly identifiable in photos in 1938 this was easy as the pictures are rarely clear enough for frames to be identified from the maker's transfers.
