Duane, I remember a Bicycling! review of the mink-and-silver Pro with Brampton stays and Brooks team pro saddle and these bars, and if it wasn't in 1974 it was very close to that date. Also, considering that the Pro was probably the one Raleigh model of which a lot were sold as framesets, I don't know how anyone could consider those bars incorrect.
