Ugh... html! And for some reason, my mail client (Juno) isn't decoding it (usually does). Anyway, I think this has been brought up here recently; as I recall TA did drill all the way through then pressed in small disc of aluminum to close the back of the pedal hole. If you look closely you may be able to see the seam. These often get knocked out, leaving a shallow recess.

Now I have a question - were all the Cyclotouriste cranks made this way, or did they drop it in later years?
