I just checked the catalogs:

Yes, the steel cage pedal was always called the Record pedal and the loop on the cage disappears in the 1982 catalog (not necessarily the date of the mod, just the catalog it appears in).

The plastic dust cap dates from the November 1971 intro of the SL (Super Light or Superleggeri) pedal with the black alloy cages and later the 1974 SR (Super Record with ti spindle) pedal and then replaces the steel dust cap on the rest of the pedals in the mid-early 1980s.

All of these dates are approximate of course...
