HEAT!!! Let thermal expansion do the work for you. Better than brute force. Either half of the bolt could strip out, and skin could be lost.

A hair dryer might do, but an industrial heat gun is much hotter. One of these has so many uses for bikes, cars, and home; really worth the money. The "flame wrench" isn't always practical for small, more fragile parts. Many hardware stores have something - probably $20-40.
