I have used Krylon Crystal Clear (Or is it Krystal Klear?) spray over decals successfully. This clear coat is mild and comes off with mild solvents. It doesn't seem to raise the edges or dissolve most decals. Also you can dust it on in light coats and it seems to blend in well with adjacent not-coated surfaces. Multiple dusted on coats can build to the gloss you want...

As with all sprays, the surface needs to be clean, clear of waxes, etc., especially of silicon. Silicon will make all clear coats "fish eye."

Of course it is always smart to test it out first on a surface that doesn't matter...
