I vote yes. I removed some Stronglight 99's from a rusty 80's Motobecane, after first digging out the remnants of the plastic dustcovers. I have no recollection of any other trouble, and the sockets I normally use aren't all that thin, so the bolts must have been 14 or 15mm. The extractor threads were the newer, smaller ones.
