No, the bodies are cut out. I have these same early Universals on my early 1950s Miano (Girardengo and Guerra rode for Miano team in the 20s and 30s). There are adjusters on the brake lever body that act like a quick release because the body is slotted and you just pull the adjuster forward to come free of the body. They show up on photos of Fausto Coppi on his Bianchi in the '48 TdF I think.
