[CR]Mafac brake lever question

Subject: [CR]Mafac brake lever question

I found these brake levers in a box and was goin to use them but I can't seem to figure out how they work. The have an alloy body and a white/yellow plastic lever with a sideways bend in the lever. I thought these might be for top of a drop bar mounting, nope. Then I tried bottom of the hooks, didn't really work. Next was on some 3-speed touring bars, would have mounted too far up the curve to work well. Lastly I tried to mount them on some B'stone arc bars and they don't seem half bad there. What are these things and how were they meant to be mounted?
