I just acquired one of these as a frame/fork in excellent condition. 2 Pictures so far can be seen here. I'll be moving over a mix of parts from my current fixed gear onto the Raleigh, none of which are original or period correct, but I'm broke and the parts are too hard to find. Link is here:

At the Retro Raleighs! site, there are catalogs to download in PDF, and the '78 catalog is available. For the '78 Pro (which I'm pretty sure mine is), the color listed is Steel Blue.

I had 1978 Raleigh Prof as "Mint" pale Carolina Blue/Silver with high shoulder fork.

I do have 1972 model Silver /Black with chromed low shoulder fork, and rear stay tube meet together at seat post while ones on 78 model were attached side by side.

I am not sure exactly when these changes were made during mid 70's.
