From your description of the lugs it must be a post-real-Hetchins era maybe a Jackson built etc., so that lowers it's stock value IMO. Then track to road (modern Path?) etc. On the other hand, the rework by a really knowledgeable craftsperson like that does enhance the value. Probably was an expensive fix-up!

So in the end it is theoretically worth about what the repair & paintwork cost; maybe $500? If you really really like it, then it is worth more!! So look at a replacement cost/ the price of new for you similar frames from Hetchins. two to three times that $500. +? So splitting all the differences and rationalizing a lot, how about $750.00?
