Charles,

Here's what you can do:

Go to the hardware store and buy some #8 stainless steel washers. Crown Bolt is one of the producers. These things can be bought in little bags, or small plastic packages. They're stamped, so put the rough edge up, away from the rim surface, when you build the wheel.

And by the way, the #10 size washers are the perfect size to use under water bottle, fender and rack bolts, so get a pack of those too!.

And, oh yeah!, while you're in that isle, get some 1/4 inch black neoprene grommets to use as presta valve buffers in rims that are Schrader drilled. They're a little tough to get in place, but they work great.
