The most typical method of headbadge attachment that I have observed is the use of a "self-tapping" rivet. It looks like a small rivet with spiral ridges on the shaft. As the rivet is tapped into the hole, the ridges cut into the metal to hold very tight. You can usually push them out from inside the head tube with enough leverage and reuse them.
