Keith, The book you're describing, CYCLING, published by C.O.N.I. - Central Sports School - F.I.A.C., was a wonderful source of information on all aspects of training, equipment and racing fundamentals. It was published in Rome in 1972 (has the Olympic Rings on the cover). I have had a copy of it since the late 1970s, and am still impressed with the care and study that was put into it. I remember seeing references to this book in the '70s in many publications, and if I recall correctly, THE CUSTOM BICYCLE by Kolin and De La Rosa had a small section on it. By the way, a nice copy of CYCLING sold on eBay recently for $250!
