Dale is right on with his estimation of quality and I'll say it's one of the built in Japan bikes, I don't know the factory. The bars and seatpost are not really that special I'm sure, but it sounds like it was set up for TTs or Triathalons, so check the toptube length before buying it since it could be quite long. I've sold quite a few bike of a similar nature and they were all in the $250-$300 balpark. Personally I wouldn't pay more than $200, but I'm cheap.

Oh and on a seperate note I was the high bidder for Grant's newly posted Herse (how many of those things soes he have?). So though I may never own one I can at least say I was a contender.
