I don't know if this is the best or quickest, but it worked for me. I folded up some aluminum foil to make a little trough about 8" long, and inch or so wide, and about 1 1/2" deep. I set a section of the rim in the trough and poured in some acetone. After letting it sit for a half hour or so the glue came off, albeit not easily. Using this method I was able to thorougly clean a pair of thirty plus year old Mavic Montlhéry rims in a couple of days. It wasn't any fun, but the results were worth the effort.
