This is probably stating the obvious, but a brake cylinder hone or a flex hone (bottle brush) will polish the inside of a steerer tube and facilitate the insertion of the stem quill. Such polishing also will minimize or prevent scratches on the quill.

Use of a hone is also a good idea on the seat tube.
