Actually, I don't think it does: the Rhode Gear item is actually stitched in place wet, and if you do the job right, is absolutely wrinkle-free. I assume that steering wheel wrap is wrapped on the bars.

The sewing is a bitch, but the results are worth the effort, as long as I'm doing it for myself or a family member. Incidentally, the Rhode Gear product is MUCH better than the chintzy suede stuff Cinelli used on its bars about 20 years ago--I wore that stuff out in one season--and that was touring, not racing.
