I took a closer look (within the limits of the pics) and can confirm that the top tube cable guides are consistent with what McLean used in that time frame, late 1970s early 1980s. These sheet metal pieces by Cinelli were his faves at that time too. In fact, these bikes used pretty much all Cinelli made bits: their cast lugs, bbkt. shell, fork crown, bridges, top eyes and guides. The seat stays with the concave top eyes are normal for McLean too.. He used those on touring bikes to place the stays farther apart. Racier models most often had Cinelli mini plugs with a "mitered to rear" look...

As to the fork being a replacement, I couldn't see it well enough. It does look a bit flatter (vs sloping)than it should be... He mostly used the Cinelli fork crown model CCA, which can be seem here:
