MCI Worldcom has a introductory deal about a year ago that allows you (for 1-3 months) to try out international direct dialing for a low monthly fee and only 10 cents per minute. Prehaps you could call this "razzmatazz" person directly (or his local constable's office) to attempt to resolve this problem of wire fraud. I had a problem communicating with Nick Tithecott at H Lloyd Cycles via EMail (and I still do because he never answers EMail anymore) but when I signed up for this MCI International calling program, I got through to him immediately and resolved my questions. Needless to say the "intro offer" from MCI had a kicker that unless you cancelled the service within 3 months, they would start to assess am much higher monthly fee on top of the 10 cents per minute rate.
I understand your ebay fraud concern, a kid tried to burn me once on an ebay purchase of computer hardware where I paid by cash and he EMailed me twice in 6 weeks that he would send me what I won at auction. He asked forgiveness after several contacts by claiming he "forgot" to send it to me... More EMails, more frustration when he replied again one time and suddenly went silent. No EMails were returned as undeliverable, so I figured that he was ignoring me.
Because I had his original mail address, I went to http://www.411.com and tracked down his unique family last name in the town he specified and found out his home telephone number. I called and he promised me he "would mail it in a week" but nothing was ever delivered. I called again and this time his mother answered... I calmly explained the situation and mentioned I did not want to have to file a police report where she committed to talk to her son ASAP. LOW AND BEHOLD, the hardware arrived in three days accompanied by a full cash refund! The power of the pen or the voice can be more powerful than the sword! Persistence has its long term benefit

On about my tenth email, maybe six weeks later, I finally told him that I thought he was cruel for having put me through an ebay bidding process, two hours begging banks to sell me a Pounds money order, and almost two weeks of waiting for various emails to come back from him, and then not even having the courtesy to send me an email back that he didn't receive or didn't like my American money. I ended my last email, just telling him that the world is a worse place for knowing him and his crooked ways. If he would even respond I might even be tempted to send him another 10 bucks, but really he seemed incompetent at best. He was slow to respond to me after I won the ebay auction. He was slow to tell me where and what to send. He was slow to clarify his request and then seemed dim witted not to even get the address correct, or to respond to all of my questions. He is criminal not to ever write back even after almost a quarter of a year now from the week of the auction. I still have the US Post office receipt that I saved showing that I sent a letter to Britain on 4-20-01. I am sorry if my condemnation of Lewis Parfitt seems over reaction, but I doubt that anyone on the list would be kinder in my position. Also I don't understand: I am one person and I have one email address. When I was done doing business with this fellow I had no idea who I had done business with. Did I send money to Racing Lines Phillip 66 or Lewis Parfitt or razzmatazz or Grant somebody or other that the list thinks I won an auction from? If you win something from this guy, then do yourself a favor and use paypall. I still don't think I should have to enter into the world of international banking to buy a couple of old catologues from a phantom flim flammer.
