I'm not sure what the tool is, but I know that Peter White has it, and that he can replace the cups. He did this for a hub of mine, and it appears to be good as new. The only downside is the need to unlace the hub from the wheel (just another chance to work on your wheel building skills, right?). I did go to the trouble of marking which spokes were on the left and right, as well as pushing or pulling, so I could return them to their proper location in the hub when I re-built it. I don't recall Peter's price, but it seemed reasonable to save a good Campy Record hub ($20? $25?). The price included the cup itself.
