Looks like bike was all chromed underneath paint which would be correct, so that makes the decals, the head-tube and the seat panel just masking. Possible a refinish somewhere in it's life. headtube has grease nipple.
It is possible from the angles shown that there is a very slight deviation in the top tube, it would be nice to see this bike as a side view. Certainly anyone who is interested should demand this before buying. Best regards Clive in Oz.
