My approach to replacing races has always been pretty low tech. Find a washer just bigger than the hole in the race. File off the opposing sides so it can be slipped through the hole. Orient it so it engages the hole and use a drift punch, with proper support of the hub shell or wheel. I have only needed to do it three times or so and never a problem.
