Medium size pumps can easily be carried by using the rear skewer lever (turned to close between the seat stay and the chain stay) as the "peg" and placing the head of the pump between the seat stay and the seat tube at the seat cluster. I've been carrying pumps that way for years without incident. If you're really paranoid, you can use Velcro straps to secure it.
