Sheldon, Though its hard to see from the photos, the rims seem to be the narrower version of the Red label, which I presume was intended for track use. The last time I weighed a standard width Red Label, it was about 330grams, certainly not "heavy duty". While, back in the bad old days, a lower (often much lower) spoke count and lighter rims would have been considered appropriate for pursuiting, sprinters and six-day rides commonly used 36 spoke wheels.
