Thought you might be interested in seeing this response from a fellow who will make bike decals although he is principally doing model train stuff. Note that he still didn't give a rough idea as to costs...?

Dear Dale, Thanks for your inquiry. We reproduce old, worn decals for bicycle restorations by scanning photos of the old images ..supplied by our customers. We then go in and fill out the missing/ worn parts, size to dimensions supplied and print as water-slide decals. We are limited to 8x10" paper although, on occassion, we've printed decals in 2 parts. Cost is determined by size and the amount of artwork required .. especially when decal is on tubing. we request two photos .. left and right of old image and then we marry the two halves. I can't give you an estimate without seeing what has to be done. We use the ALPS process to keep custom decal costs reasonable and a 1x1" image that scans perfectly and requires no artwork is $2 for first image and .50 - .75 each .. on the same 4x5" sheet after that. Any artwork charges are quoted in advance on each job if requested. Hope this give you some idea ...and hope you understand our policy to not put copies of finished artwork out there.
