I checked out something very similar to this awhile ago at an LBS, and it weighed about 40 lbs! As if it was made of lead pipe. These kids' racers were often very cheaply made I think, even if they have a cool name on them.

Unless it's totally impossible, I'd find the shortest possible standard frame, set it up carefully, and try to get it to fit the child involved. Kids grow so fast at that age it'll probably fit just right in a year. Tall frames relative to the rider can work just fine. 56cm c-t is my ideal size, but I have a 59cm Pogliaghi that's one of my favorite frames of all (I keep lending it to tall friends though, so I never have it set up for *me*! When I did, I really liked it...)....part of the secret to the Pogi is the low-bb height/low stand-over height. If you can find a 48cm 50s or 60s road frame with a low bb shell, it might work perfectly.
