After years of restoring old motorcycles, I've found nothing better then the venerable Gunk Parts Cleaner, so I use that for my bicycles as well. You can wear latex surgical gloves if you don't want to be exposed to it when cleaning parts. As far as disposing of it, try taking it to a gas station. EPA regulations here in Illinois require gas stations to accept all used motor oil and petroleum products from anybody, any time. It's up to the gas station to get it to the proper recycling plants.
