First clean the metal contact surface with acetone.

Clean the rubber surface with a little soap & water; rinse well; and dry.

Then try either rubber (tire) cement which should work or rubber-based Barge Cement which will certainly work.

Barge cement can be found in most traditional hardware stores or in any leather supply company. Some shoe repair shops carry it but in small over-priced quantities.

Barge cement is the adhesive used to hold shoe leather in place-- sometimes without stitching.

Clean it off your tools and fingers immediately. Once it hardens, its tough to remove without using more acetone.
