[CR]Re-sizing a tandem

I have a fillet-brazed Taylor tandem. The size in front for me is fine, however the stoker's position needs to be cut down at least 2 1/2 to 3 inches to fit my wife.

Question: Is it practical to cut-down the seat tube, and replace the stoker's toptube, and seatstays on this bike?

(If anyone is willing to take this on, and obviously, a repaint would be needed after the alteration, please privately post me an estimate.)
