It wasn't until '81 when Colnago started to engrave their seatstay caps. Does it actually have "Mexico" decals on each chainstay? If so, that's strange for a touring model. But I have never seen the touring model. A few mail order houses advertised Colnago touring frames in the early eighties. I'm looking at a Bike Nashbar ad from Bicycling magazine of 3/'82. It says the frame has "the quality of a Super, but designed for the fast sports riders". It comes with eyelets for racks and 2 sets of w/b braze-ons.
