Not sure what you consider high quality French pedals. Certainly, the TA pedals that Bicycle Classics had a while back (and perhaps still has) qualify. I bought a pair and they are nice. However, like Sheldon, I believe that the Lyotard Mod. 23 "Marcel Berthet" is the best pedal ever designed for toe clips. Not all that expensive, but definitely a great design. The only bad thing I've ever heard about them is that heavy American riders occasionally report bending the carbon steel axles. Never had a problem myself.
