No, it's different in a couple ways from the Fiamme/Primo. I'd say Cinelli steel or a clone thereof. A magnet would tell us if it's steel at least.

Note, this bike is the rarest of the rare - left side drive, with special Campy derailleurs manufactured specially to allow the drive on the left! Somebody better snap this one up.
