Don't the 999s have the little plastic button in the middle to ensure symmetrical movement of the arms! Does your brake have this? It may have broken off. Other than that, the only think I can think of is make sure the springs are both seated properly, and the cable saddle is centered on the cross wire.

999s should be very trouble free in this regard IF they are working properly.
