The frame is French, based on the Simplex dropouts, the lugs, the French BB thread (one photo shows the cup markings), and the half-chromed rear triangle. Based on the "lip" on the left rear Simplex dropout, I'd say late 60's or early 70's. The decal is also late 60's/ early 70's. Two things are not right for Peugeot - the BB cable guides and the color. Before the 80's, Peugeot nearly always used Simplex front derailleurs with a cable housing stop, meaning a Simplex style BB cable guide with a cable housing stop was needed, usually a clampon one. A Peugeot of this era would not have had a Campy style brazeon cable guide with no stop. Also, I have never seen a Peugeot in that orange color, but Gitane did come in orange. Gitane also used more non-French equipment and could have had a Campy style cable guide. If it is a Peugeot, it has been repainted and the cable guide added. More likely, as Duane guessed, it is a 70's Gitane Tour de France with a Peugeot decal. A TdF should have had a half-chromed front fork. Perhaps the fork has been replaced or painted over. Another possibility is that it is a "club racer" with 531 main tubes only. There was an almost universal practice among French manufacturers in the 70's of putting half-chromed fork and stays on full 531 "pro" models, half-chromed stays but painted forks on "club racers". I think the Gitane club racer was called the Interclub. The good news is this frame is much better than a UO-8, though probably not a Peugeot.
