I am not sure of the question here, and looked and could not find any paper to back it up, but I seem to remember a sew-up tire made that would fit a clincher rim. I am not sure if it was for 700C or 27".

If it happened, it was in the 80s sometime. I seem to remember a blurb in Bicycling about it, and was not able to find it.
