That looks an awful lot like a PR-10L fork crown - is it possible that someone damaged the original fork and stuck a lesser fork on it? Feel around the blades of that fork and see if you can find any traces of seams anywhere.
You mention that the Reynolds decal on the seattube indicates that it is full 531 throughout, right?
The rear stays - are they half-chromed? If so, then I would suspect the fork is a replacement. If not, then you may be dealing with a PR-10L ... and if the decal is on the seattube, then it's pre 1974, anyway ... more pix would probably help. I remember hearing of some PR-series bikes having Nervex Pro lugs if one goes back far enough ...
