I missed that earlier vote but I am going on record saying that I think those frames are in original paint. Those 40's ~early 50s Reynolds decals are super rare and could not have been likely located for use in a repaint for at least 20 years. Notice they are taller and different from those we normally see on 1960s & on bikes...
The big problem anyone will have with these frames is coming up with clip style head sets for both and a fork for the man's frame!
Is "ChaterLea" (the solo bidder thus far for the man's frame) in our CR group?
