Is this bike a dedicated velodrome bike, or is it more a "path racer" style frame with brake holes drilled?

There is a Frank Patterson illustration of a man riding a dirt or grass track on a fixed gear with a spare sew-up attached to a seat stay above the wheel. One of these days I might get it on the web. I get the impression that at one time in the UK, grass track riding had a bit of a following.

Today, the attitude is, if you are going to ride a fixed on a track it simply has to be a real velodrome as if you were a spoiled world class rider. Not sporting for simple proletarian fun. Where you might ride the road to the grass track with your path racer, remove the front brake and other road necessary items and race the grass track.
