I ran across an ad for this bicycle at the Bicycle Trader site and corresponded with the seller. He was polite and fast to respond. Seller stated it's 24.5", c-t. Unfortunately, I had unexpected heavy expenses, so I couldn't buy the bike. But I figured someone here might be interested. So here's the ad:
