Yes, the frames might actually be built by a different builder than the name on the downtube, but I assume if they could get decals then they could get the headbadge as well.

Maybe a more likely reason would be that the headbadge wasn't "necessary" and a decal would do just fine? Needless ornamentation and weight for a race machine?
