I've always thought they were Prugnat lugs, the BB shell I'm not sure of though.

Also, I have the same head lugs and fork crown on mine, but have never been sure who made the lugs. I was told by the shop (Multigear of Ann Arbor, long since defunct) that the bottom bracket was Cinelli, but have never been comfortable with that identification, and I certainly suspect the lugs and crown are from a different maker. Can anyone elucidate the lineage of the crown and lugs?
