It is Falk. I always assumed they were Italian, as my decal reads "Tubi Conificati FALK / Acciaio Temperato / Marca Depositata"

By the time I got into bikes in the early 70s, it was seen on second-quality bikes, but that might have been marketing and fashion; I don't know if the tubes are inferior in any way to Reynolds, Columbus or Vitus.
