Not at all sure, because I have only recently been in a couple of shops in the U.S. But over here, most I stop into have the "right" attitude.

When I was trying to figure out what to get for a "real" bike (to feed my newborn passion after riding my city bike), I went to a small shop in Haarlem to look around. The last of several in which I had done that. After looking at the Cannondale, Pinarello, Principia, Specialized, and others, and talking about my wants and needs, the proprietor gave me a name and address. I went there, and ended up having MY bike built. Just my size, fitting just my needs.

As a result, I have the bike I wanted, and the small shop has a customer for essentially anything I need to buy that he can get. Worked a treat for all of us.
