Wasn't Cinetica "Son of Cinelli"? If I remember the story, after the Cinelli name was sold, Cino's son had to come up with a new name for his creations.
Unfortunately that stem looks to be designed for style rather than function - any of the classic designs we've been talking about here have much greater range of adjustment, and should be more rigid too.
