This is how I was taught at the Schwinn traveling service school @1973 on
centering Weinmann sidepulls which like Universals have no wrench flats on
the centerbolt:
Adjust play in the caliper arms with the two nuts at the front of the
centerbolt, then lock them against each other firmly. Then, put one box-end
wrench on the front acorn nut and another on the nut holding the caliper to
the fork or bridge. With the two front nuts tightened hard against each
other, you will be able to turn the whole brake by the center bolt this way.
It will keep itself centered better if you oil the spring where it tucks
behind the post on each brake arm, also.
