David- I don't know if this issue has been figured out yet, but those are Not Campy Steel pedals from some unknown vintage. Those are "Was" pedals using one Campy steel dust cap. Apparently sometime in the 60s, Campy did supply the "Was" Company with Dust Caps that still had the Campy lettering stamped on them. It is interesting that the photo shows a mis-match of dust caps, I can't make out what the other one is.

The unique thing about the "Was" pedal manufacturer is that there is No "W" on the Italian alphabet, so I don't know how they even got their name. In any event, the story on "Was" pedals that I heard--yes, told to me second hand--was that the "Was" brand was some company near the Swiss-Italian boarder. The ones that I have seen are more or less the same quality as Sheffield pedals, not too shaby at all. Perhaps the "Was" company name is really Swiss, I dunno. In any case, I don't think those pedals on ebay are Campy, but rather the somewhat eclectic Was brand. Cheers, Dave Anderson Cut Bank MT
